Marcelo welcomes the “recognition of improved management” of the Presidency of the Republic

The head of state today welcomed the favorable opinion of the Court of Auditors on the account of the Presidency of the Republic of 2019, considering that there is “recognition of the work to improve financial and administrative management”.

In a note posted on the Presidency of the Republic's website, Marcelo Rebelo de Sousa “welcomes the approval and favorable judgment of the Court of Auditors on the account of the Presidency of the Republic of the year 2019”, and refers to the document today made public.

“The President of the Republic notes the recognition of the work to improve financial and administrative management that continues to be developed and of the work in progress, namely to strengthen the internal control system and for the complex integration in the general inventory of cultural assets of the Museum Presidency ”, reads the same note.

According to a joint statement from the Court of Auditors, the president of this institution, Vítor Caldeira, today delivered to the head of state the opinion and audit report in which he makes a favorable judgment on the account of the Presidency of the Republic for the year 2019, approved in general plenary session on July 08.

“Based on the financial audit carried out, the Court of Auditors' judgment is favorable, since the financial and budgetary statements present in a true and appropriate manner, in all material aspects, the financial position of the Presidency of the Republic, on December 31 2019, as well as its financial and budgetary performance and cash flows for the year ended on that date, in accordance with the principles set out in the Accounting Standardization System for Public Administrations ”, reads in the opinion.

In the statement on this decision, it is noted that “despite the extension of the period from April 30th to June 30th of the submission of accounts to the Court of Auditors, due to the state of emergency resulting from the covid-19 disease, the Administrative Council of Presidency of the Republic unanimously approved the account for the 29 financial year on April 2019 and presented it to the court ”.

In the audit carried out, it was found that “in 2019 the revenues of the Presidency of the Republic reached around 17 million euros, of which 16,7 million euros came from the State Budget, the main source of financing, 123 thousand euros of own revenues, 57 thousand euros of community financing and 263 thousand euros of the balance of the previous management ”, while“ the expense totaled 15,8 million euros ”.

In the same communiqué, it is stated that personnel expenses amounted to “11,1 million euros” in 2019 and “represented 70,9%” of the total expenses of the Presidency of the Republic.

According to the Court of Auditors, "the Presidency fully accepted several recommendations made in previous years, in matters such as the personnel area, public procurement, real estate and the vehicle fleet of the Presidency of the Republic".

On the other hand, “there are some recommendations partially accepted and whose implementation is underway, regarding the existing rules and procedures for the area of ​​cultural goods, the aggregation in a single inventory of the assets of the Presidency of the Republic and the protocol with the Municipality of Cascais on the Citadel Palace ”.

A year ago, the Court of Auditors also formulated a “favorable judgment” on the account of the Presidency of the Republic of 2018, after an audit.

At the time, the court stated that it was “the first time” that it issued “an opinion on the account of the Presidency of the Republic”, that it had started to render its accounts in accordance with the Accounting Standardization System for Public Administrations (SNC- AP).
