The Federation of Public Administration Unions (FESAP) today asked deputies from the Left Bloc and the Socialist Party to propose changes to the State Budget (OE) for 2021 to respond to the demands of public officials.
"The proposed State Budget (OE) for 2021 is insufficient and does not respond to the needs of public services and the expectations of its workers, so we came to the parliamentary groups to present our claim book and address our main concerns", FESAP Secretary-General José Abraão told Lusa news agency.
The OE 2021 proposal was delivered by the Government to the parliament on October 12, with the vote generally scheduled for the next 28, in the Assembly of the Republic.
In the meantime, negotiations between the Government and the left-wing parties are still ongoing for the approval of the State Budget for 2021.
FESAP requested meetings of all parliamentary groups in the expectation that the Government's proposal will be improved as part of its discussion in the specialty.
The first meetings, which took place today with the PS and BE, left FESAP with the hope that some of its proposals could become part of the OE.
“Above all, BE welcomed our suggestions and promised to try to introduce changes to the OE”, said José Abraão.
According to José Abraão, Fesap valued the admission of workers for health and education, provided for in the OE, but recalled that many other services of the civil service are also understaffed.
The union structure, affiliated to the UGT, criticized the lack of a proposal to increase wages or change the single remuneration table.
According to the Government, about 100.000 civil servants who are in the lowest remuneration positions in the table will have a salary increase through the increase of the national minimum wage.
But FESAP does not accept that the base of the single remuneration table coincides with the national minimum wage again, “because that would be going backwards”.
Currently, civil servants with the lowest paid position receive a salary of 645 euros, while the SMN is 635 euros.
