OE2021 with guaranteed viability? Abstention of non-attached deputies resolves deadlock

The two abstentions by non-attached deputies, Joacine Katar Moreira and Cristina Rodrigues, give the Government the necessary result to approve, mathematically, the State Budget in general, with 108 in favor, 103 against and 19 abstentions. OE2021 will continue for debate in the specialty.

With the abstention announced this weekend from the Portuguese Communist Party (PCP) and the People-Animals-Nature party (PAN), the Government needed only two more abstentions or one vote in favor to approve the State Budget for 2021 (OE2021 ) in general. The abstention of non-attached deputies resolved the impasse and ensured the approval of the budget proposal in Parliament.

The pre-announcement of the passage of the OE2021 to the specialty was made this Sunday by Joacine Katar Moreira, in statements to the “Observer”: “As a woman on the left and a deputy on the left, I do not make any Left budget unfeasible”. Guaranteed that the ex-deputy of Livre, the party for which she was elected a year ago, will not vote against OE2021, there was only one abstention for the budget proposal to be made viable.

This essential abstention to unblock the impasse that was generated in the negotiations on the left was guaranteed this Monday by the non-registered deputy Cristina Rodrigues, who considered that the OE2021 gives the “possible answer” taking into account the pandemic situation that the country is going through.

Even if Cristina Rodrigues did not announce that she was going to abstain, OE2021 already had the transition to specialty, taking into account that MP Joacine Katar Moreira came to admit the possibility of voting in favor of OE2021. If he voted in favor, the OE2021 would automatically become a specialty. The final decision on the voting direction of Joacine Katar Moreira should be announced between Monday and Tuesday.

For now, the OE2021 has only 108 votes guaranteed in favor of the PS bench, a total of 230 deputies who sit in the Assembly of the Republic. The Government's proposal also already counts with the votes against 79 deputies of the Social Democratic Party (PSD), to which are added 19 deputies from the Bloco de Esquerda (BE), five from the CDS-PP, one from Chega and one against Liberal Initiative.

The OE2021 also has the abstention of 10 PCP deputies, all the ENT 3 members of the PAN and Mrs Cristina Rodrigues. Accounts made, the abstentions of the two non-registered deputies are enough for the OE2021 to be approved, with 108 in favor, 103 against and 19 abstentions.

There is also the possibility for Joacine Katar Moreira to vote in favor of the budget proposal. In this case, the OE2021 will be approved with 109 for, 103 against and 18 abstentions, with the other non-registered deputy, Cristina Rodrigues, abstaining.

If Joacine Katar Moreira comes to vote in favor of the budget proposal, it will be the first time that he does so. In the State Budget for 2020, the non-registered deputy abstained in general and in the final global vote. The same happened in the assessment of the Supplementary Budget.
