There have been and are many people concerned with the forms of negotiations for the proposed State Budget for 2021 (OE2021), or better, with scenarios about the negotiations, and zero with their sufficiency or insufficiency in responding to the acute problems facing the country.
This grid of analysis of the parliamentary process of appreciation and voting of the OE2021, in the news and media comment, once again “forgets”, devalues, hides the Opinion of the Economic and Social Council (CES), (Rapporteur Adriano Pimpão). The ESC's analysis certainly deserves, and in the first place, all the attention of the deputies, but it should also have another look from the media. For what CES represents, for the huge consensus obtained.
The Opinion, showing a rigorous observation of the country's problems, and within the normative and constitutional framework of budgetary framework, summarizes a set of criticisms of the OE2021 proposal and an indication of the necessary responses in terms of governance. It is worth making some highlights.
Thus, "a more active budget would be needed to combat the crisis and not be so dependent on a" natural "economic recovery in 2021." "An option is identified (...) for a strong and accelerated deficit reduction, from a multi-annual perspective." «The country needs a budgetary policy for the next year that is admittedly more expansionist, that is, the OE must be an active instrument to overcome the crisis and resume economic growth.»
This background is consistent with what concerns income policy and fiscal policy, namely, the absence of proposals for more levels in the IRS; for public investment - where it is relevant to call attention to the figure of previous PIDDAC OE; for the productive sector and its necessary diversification; for the NHS and housing policy; for the need to carry out the «transfers envisaged for the Social Security Budget» and, recalling, «its recommendation for the definition, programming and execution of a strategic plan for the construction of the Public Network of Residential Structures for the Elderly».
As well as the recognition that "support for companies and families (...) are not antagonistic" and that the OE2021 proposal "underestimates the dimension of the crisis and does not include, either in its dimension or in its nature, the support that , in the current “emergency” situation, companies on the verge of collapse and families with greater income losses are needed. »
What is said for the Opinion on OE2021 can be repeated, almost ipsis verbis, for the Opinion on the Great Options of the Plan (GOP) 2021/2023 of the Rapporteur Francisca Guedes de Oliveira. But it is worth mentioning, and its explanation, point j) of the Conclusive Summary: “(…) the ESC considers that there should be a more assumed policy on the valorization of work, as a determining and transversal element of economic development that promotes a more fair distribution of wealth and improvement of the population's living conditions. »
And since we are in the position of Opinions on the OE2021, there is nothing like referring to the scandal that in the midst of so much news and comment about the OE there is not a media cry against the scandal of the European Commission, once again, in its evaluation of the OE2021 , come to question "another increase" of "lower pensions", pensions of 300 euros!
