The president of the parliamentary bench of the Portuguese Communist Party (PCP), João Oliveira, presented this Thursday, October 29, the proposals to change the State Budget (OE) for 2021.
"We did not give up any battle before it was over," said João Oliveira, stressing that the party's proposals, unlike those of the Government, "are not thinking about the deficit, but about the needs of the Portuguese workers and people".
Among the measures presented, in the field of tax justice, João Oliveira announced that the communists intend to “update the IRS brackets, increase one more bracket on this tax, increasing its progressivity, as well as increasing the so-called minimum existence values and specific deduction, making it possible to meet the objective of reducing the taxation of lower, intermediate income ”.
Communists want to see the OE 2021 as “replacing the rate of 13% of all products sold in the restaurant industry, reversing a measure that was imposed by the PSD-CDS government”, as well as “reducing the VAT to 6% of energy covering electricity from natural gas and cylinder ”.
João Oliveira also pointed out that the party wants “a public postal service that responds to the country's needs” to be ensured, that “a global proposal be created to respond to the crisis in the civil road sector, guaranteeing the future of public TAP, the recovery public control of national airports with the redemption of the ANA airports concession ”.
The banking institution led by António Ramalho also appears on the list of demands of the communists. The deputy of the PCP asked for "the beginning of the recovery of public control of Novo Banco", in order to put an "end to the looting that is being done to the Portuguese people, which is already worth more than 8 billion euros".
“We also added a proposal for the prohibition of compensation to PPP road concessionaires that kept their profits untouchable in the context of the epidemic at the expense of the Portuguese State,” said João Oliveira, underlining the proposal to eliminate “tolls on all SCUT highways putting an end to a process that has been going on since 2011 and which holds the PSD and CDS governments equally responsible ”.
Communists, who helped make OE 2021 generally viable on 28 October, through their abstention together with the ENP and PAN, also propose “extending free public transport to all children and young people up to the age of 18” and the setting of 40 million euros for the asbestos removal program.
